well, pirates sail around in ships pillaging villages and ships. There is no laws for pirates outside what Captains say for their crew, for on a ship, no one, not even a king, outranks a captain. especially not a pirate captain. Ships can sail anywhere theres water, provided theres water leading there. Ahela is an aquatic region, which means plenty of space to sail.
