Your human characters start with a level ten starter pokemon, no limits on it's moves(as long as it's in it's natural learned moveset). TMs and HMs can be purchased at certain human shops. The staff members control leveling up, and this is only for trainers. Pokemon characters and Pokemorph characters have no level, but they too can use all moves in their moveset and wild Pokemon can know TM moves that they can use, but not HM moves, unless it's naturally learned of course. Any pokemon, wild or owned, and any pokemorph can evolve. Captured pokemon evolve when they would naturally evolve, and pokemorphs and wild pokemon evolve when a staff member says it can.
